Chief Deputy Clerk for Elections Bill Sargent testifies on election legislation before the Senate State Affairs Committee in Austin Office of the County Clerk, Galveston, TX - 2011-2012

- Bill revamped election training by including workers' participation in real-life election scenarios. Election workers from both parties gave the County's Elections Division high marks for providing interesting, innovative, and informative training.

- He instituted a policy of requiring all Election Judges and Alternate Judges to attend training and paying clerks at a reduced rate of pay if they failed to attend training. As a result the percentage of workers attending training has jumped from 50% to over 95%.

- Bill pays attention to details. For the November 2011 election he conducted on-site inspections of each polling location to ensure each one complied with the Americans with Disabilities Act and other county election requirements.

- He used new technology to improve the election process. Under his leadership the County purchased electronic poll books & barcode scanners that are designed to speed up the election sign-in process and ensure that every voter gets their correct ballot.
[This equipment will be used by both political parties during the primary election and in the November 2012 general election.]

- Bill listens. He regularly conducts "Lessons Learned" sessions with election workers following each election cycle, implementing many of the changes they have suggested.

- Bill believes in delivering quality service. He determined it would be helpful to election workers and voters to have two highly qualified, experienced election judges augment the Election Division staff during Early Voting and on Election Day. With the approval of the Commissioners Court, he hired two experienced judges (one Republican and one Democrat) to help conduct election training and provide guidance on the phone to election workers. This action was well received by a broad cross section of our election workers.

- Bill took steps to ensure the integrity of the May and November 2011 elections and made certain the provisions of the Texas Election Code were followed.

- He works well with his counterparts. On behalf of the Galveston County Clerk, Bill and his staff hosted a "Meeting of the Minds" session with over forty election officials from eight surrounding counties to share solutions to election issues.


Election Administrator for the Galveston County Republican Party - 2009-2010

- Bill worked for the Republican Party in Galveston County to ensure the integrity of the November 2010 election, including providing additional training for GOP election workers.

- He selected election polling locations for the 2010 primary after personally visiting each one to make sure they met the requirements of the party.

- He arranged to have each election worker paid within 7 days following the election.

- Bill conducted a "Lessons Learned" session and drafted a report for the then County Clerk-Elect to help guide him in improving the County's election process

Web Master for the Galveston County Republican Party 2009-2010

- Bill redesigned the Galveston County Republican Party Web Site in preparation for the November 2010 election.

Precinct 223 Chairman, Galveston - 2008-2011

- In mid 2008, Bill was appointed to the position of Chair of Precinct 223 by the Galveston County Republican Party's Executive Committee and elected to that position in the 2010 Primary Election. - In 2008 he was elected as an alternate delegate to the State Republican Convention and was seated as a delegate during the convention.

Presiding Election Judge and Presiding Judge of the Central Counting Station - 2008-2010

- Bill has served numerous times as the Presiding Judge for Early Voting in Galveston County and was selected to serve as the Presiding Judge of the Central Counting Station in 2008 and 2010. In these positions, he focused on compliance with the Texas Election Code and ensuring the integrity of the election process.

Real Estate Broker [Small Businessman] 1976-1985

- In Northern Virginia, Bill was a member of the Million Dollar Sales Club and given the "Top Producer" award. In one year he sold 37 homes while working on a part-time basis.

Web Developer[Small Businessman] 2000 - 2011

- As a website designer (proprietor of Website Usability by Design), Bill has developed numerous "accessible" websites that have met established usability best practices.

- Enlisted and worked his way up to E-4
- Attended Officer Candidate School and was commissioned
- Served during the Vietnam era at sea and ashore
- Retired as a Lieutenant Commander (USNR)
